Keep the opacity low, around 20-30%, so the watermark is unmistakable but the text underneath stays readable.
A diagonal watermark is much harder to crop out than a corner one.
A watermark is a visual marker, not security. Combine it with PDF password protection when a file must not be opened by everyone.

Add DRAFT diagonally at 25% opacity across every page. Reviewers can still read it comfortably, and no printed copy can pass as the approved version.
