What 'editing a PDF' usually means
In practice, most people asking to edit a PDF want to change its structure rather than its words: reorder pages, delete a page, rotate a sideways scan, pull out a section, add page numbers, or fix the document title.

Rewriting the words is a different problem

Why watermarks appear
A watermark on free output is a conversion tactic: the work is done, and removing the stamp costs a subscription. It is not a technical necessity.
